I’m Noah Webster, a retired U.S. Army Infantry Officer, proud husband, and father of two. After 20 years of military service defending our nation, my family and I chose Guadalupe County as our forever HOME—drawn to its stunning beauty, tight-knit communities, and true Texas spirit.  

As candidate for County Commissioner Precinct 2, I’m running to serve the families and businesses that make this area special. Q: How will you prioritize road, bridge, and infrastructure investments so businesses can move goods, serve customers, and grow without delays or added costs?  

A: Strong infrastructure is essential for businesses to move goods, serve customers, and grow without delays or added costs—especially in Guadalupe County’s critically unique location between I-10 and I-35, with excellent rail access that positions us as a logistics powerhouse.  

If elected, I’ll prioritize investments by first listening to business leaders about real-world bottlenecks, like congested rural roads or flood-prone areas. Then lead with disciplined planning to target high-impact projects: improving farm-to-market corridors, enhancing drainage and fire access for reliability, and modernizing county systems for efficiency.  

Drawing from my Army experience managing resources in challenging environments, I’ll pursue grants and partnerships to maximize impact while minimizing taxpayer burden. Reliable infrastructure will leverage our strategic advantages, attract investment, and support the families and jobs that make this our HOME.

A: Balancing responsible budgeting with investments in services and infrastructure creates tension as Guadalupe grows rapidly—projections show us potentially doubling in size over the next decade, straining resources while commissioners rightly avoid debt.  

My commitment is to listen to stakeholders on needs, lead by eliminating waste through audits and efficient allocation, and deliver low, stable taxes that support planning and growth.  

I’ll honor the court’s no-debt preference by focusing on core priorities like roads and public safety, using available funds wisely and pursuing grants to cover expansion costs without rate increases. This conservative approach ensures transparency, keeps more money in business and family pockets, and creates a predictable environment for hiring, expansion, and innovation.  

Guadalupe’s fiscal discipline is key to managing growth responsibly.

Q: How will you support sustainable growth while providing clear, consistent policies so businesses and developers can plan and invest with confidence?  

A: Sustainable growth brings jobs and families, but businesses—especially small and local ones—need clear, consistent policies to invest confidently, empower startups, and create opportunity without unpredictable hurdles.  

I’ll support this through listening to residents, farmers, and business owners, then leading with transparent, streamlined processes that provide long-term certainty.  

My vision empowers local business creation: stable zoning and permitting rules that protect rural heritage and natural beauty while encouraging responsible development and entrepreneurship. I appreciate Texas state laws that empower developers and reduce barriers, ensuring county policies align for efficiency and fairness. This means collaborative planning, fast approvals, and guidelines that avoid surprises—allowing small businesses to plan, grow, and thrive while preserving our quality of life.
