Allison Heyward Headshot

Allison Heyward

I'm a lifelong Texan who has served on the Schertz City Council for seven years and as Immediate Past President of the Texas Municipal League, representing over 1,100 cities statewide. Certified as a Municipal Official and GFOAT budget-certified, I also served five years as Economic Development liaison and serves on the TMLIRP Board managing workers' compensation for Texas municipalities. My husband Ferrando is a retired US Navy veteran. We've been married 34 years and have two adult children, a son-in-law, and three grandchildren. We live in Belmont Park. I'm running for County Commissioner, Precinct 3.

Q&A Responses

1. Infrastructure and economic competitiveness

Q: How will you prioritize road, bridge, and infrastructure investments so businesses can move goods, serve customers, and grow without delays or added costs?

A: When roads are in disrepair or bottlenecks slow deliveries, it costs businesses real money and frustrates residents.

Strategic Planning in Action

The county is developing an infrastructure master plan. As your commissioner, I'll ensure we prioritize county roads that matter most for commerce and use my strategic planning experience to hold us accountable to timelines and results.

Maximizing Resources

I'll work with Commissioners Court to pursue grants through AAMPO, state and federal programs, and partner with TxDOT. My track record securing outside funding means bringing resources to the table without raising taxes.

Maintenance Over Emergency Repairs

Preventive maintenance costs a fraction of emergency fixes and prevents sudden closures that force trucks to reroute.

Staying Connected

After seven years as Economic Development liaison, I know what actually works. I'll stay connected to those moving goods, serving customers, and creating jobs.

Better infrastructure means stronger commerce and a thriving community.

2. Fiscal policy and predictability

Q: How will you balance responsible budgeting and tax rates with the need to invest in services and infrastructure that support a strong business environment?

A: As a GFOAT budget-certified official, I know fiscal discipline and economic prosperity work together.

Fund What Matters

Budgets should prioritize competitive staff pay, maintained county roads, efficient permitting, and reliable emergency services and foundations that support operations and keep us safe.

Pursue Outside Funding

I'll champion grants through AAMPO and state and federal programs. Every outside dollar reduces the burden on taxpayers.

Plan Long-Term

Multi-year capital planning prevents crisis spending and keeps rates stable with what employers need for investment decisions.

The goal is a growing economy that strengthens our tax base while keeping the county affordable for families and competitive for commerce.

3. Growth management and development certainty

Q: How will you support sustainable growth while providing clear, consistent policies so businesses and developers can plan and invest with confidence?

A: I've seen slow permitting stall projects and send investment elsewhere. I've also seen developers assume processes are the same across jurisdictions when they're not. That confusion costs time and money.

Make Information Accessible

While some developers skip homework, we shouldn't make it harder on those who don't. I'll push for the county's development processes to be clearly documented and accessible. Transparency helps everyone.

Anticipate Growth

Development will always outpace infrastructure. The key is planning proactively to protect existing residents while supporting new investment.

Collaborate, Don't Fight

I'll maintain dialogue with developers and business owners to balance their needs with community interests. Collaboration means better projects and faster approvals.

Bring Experience

As one of five commissioners, I'll support smart policies that balance opportunity with capacity.

When the business community can invest with confidence, we compete for quality development.
